CHEMREC
The objective of CHEMREC as per the DPR is to control and contain emergencies involving chemicals within industrial units and during transportation. In accordance with the DPR, CHEMREC will be managed by a society governed by association of factories. Emergencies arising in high rise building, malls, mass gathering venue, etc does not come under the purview of CHEMREC. Manpower pattern envisaged in DPR consist of seven control room operators, fourteen response crew/driver and four officer in charge. The manpower be either pooled from factories or appointed by CEHS. Pooling from factories did not materialize as factories themselves facing shortage of manpower. Considering the financial constraint, CEHS appointed three manpower to manage CHEMREC with assistance from factories if required.

Central Control Room
Situated in Ground Floor of Material Bhavan Building, P.O. Petrochemicals, Vadodara District, Pin: 391346. The District Collector is the Chairman of the Governing Council and Factory Inspector, Lehripura is the Member Secretary. Here there are lot of MAH factories situated in North of Vadodra. Any emergency call received at the Center, depending on the place of emergency, the nearest MAH factory is informed about the emergency and the contingency crew of that factory respond to the emergency. Any back up support if required, is facilitated from neighbouring MAH factory through the Center.
Disaster Management Centre functioning at IPCL, Saraswati Township, Block No. A/1/1, Vadadala Village, Dahej PO -382130, Vagra Taluk, Bharuch District, Gujarat. Here the functional members are the Deputy District Collector and the Deputy Director, Industrial Safety & Health. This Centre is manned by 2 staff members’ namely Executive Secretary and Supervisor.
Emergency Response Centre at Hindustan Organic Chemicals Limited, Rasayani 410207, Raigad District, Maharastra State.Here the Centre is situated in Hindustan Organic Chemicals Limited and is run by Hindustan Insecticides Limited, Bombay Dyeing and Reliance along with Hindustan Organic Chemicals Limited based on relay rotation system of one month each.
Disaster Prevention & Management Centre, Plot No.6-s/3, GIDC, Ankleshwar-393002, Gujarat. The Centre is managed by Ankleshwar Environment Preservation Society. The Society is promoted by Ankleshwar Industries Association. The Memorandum of Association of our CEHS is synonymous to the Memorandum of Association of Ankleshwar Environment Preservation Society sponsored by Ankleshwar Industries Association.
Other Emergency Response Centres, The other centres had been established in Manali in Tamilnadu, Bhopal in Madhya Pradesh, Mahad in Maharastra, Vishakhapatnam and Hyderabad in Andhra Pradesh. The Atul Emergency Control Centre in Valsad and Vapi Emergency Control Centre in Vapi are based on control room concept.
